Which definition of “lost” are you using? If it’s something to do with scoring political points with the electorate then, no, she didn’t lose. If it’s something to do with actually getting something done and making a Gas Tax Holiday actually occur, or something to do with actually improving things for the average gas user on anything longer term than a quick-fix basis then, yeah, she lost big time.
