If he was under the age of 18, then he was considered a minor and the guy in question was attempting to solicit sex from a minor. I’d say his head getting banged against a wall in the bathroom was the least of his worries.
Even if you don’t get into the legalities, it would have happened about 20 years ago at a time when a young kid’s emotions are going to get the better of him.
Also, considering that Tucker Carlson supports issues like gay marriage, this is much ado about nothing.

And considering Carlson was in high school and underage, what the guy in the next stall did was about the same as what Mark Foley did. Yet, if we had heard that a page had smacked Foley across his head after coming on to him, the same people bemoaning this 20 year old incident would have said that Foley deserved it.
