In a troubling sign for the American-financed rebuilding program in Iraq, inspectors for a federal oversight agency have found that in a sampling of eight projects that the United States had declared successes, seven were no longer operating as designed because of plumbing and electrical failures, lack of proper maintenance, apparent looting and expensive equipment that lay idle.

Titled “Echo-Chamber Message” — a public relations term for talking points designed to be repeated again and again — the Sept. 7, 2005, directive was unmistakable: Assure the scores of countries that had pledged or donated aid at the height of the disaster that their largesse had provided Americans “practical help and moral support” and “highlight the concrete benefits hurricane victims are receiving.”

Many of the U.S. diplomats who received the message, however, were beginning to witness a more embarrassing reality. They knew the U.S. government was turning down many allies’ offers of manpower, supplies and expertise worth untold millions of dollars. Eventually the United States also would fail to collect most of the unprecedented outpouring of international cash assistance for Katrina’s victims.

Do not put people in charge of our government who hate our government.

    I’m reminded of P.J. O’Rourke’s quote: Democrats campaign on the idea that government works. Republicans campaign on the idea that government doesn’t work, then get elected and prove it.

    If you try to understand the Bush administration based on their policies, you’ll have a hard time. Their policies are incoherent.

    Based on simply politics — well, maybe it’s a bit more persuasive, but their politics have been pretty inconsistent, except for the liberation of their inner nine-year-old: “Ha! I win!”

    But if you step back and pretend not to have ever heard of policy, or politics, it starts to add up.

    This Administration seems to be all about rape and pillage. The rest, such as it is, is window dressing.

    MY favorite “Bush Reconstruction of Baghdad” story is the Baghdad Police Academy.

    Days after the brand-spanking-new buildings and campus were opened, the poor cadets had human sewage raining on their heads.

    Corruption and mismanagement had caused construction so poor that second-floor toilets and sewage water leaked and overflowed and poured a rain of human waste on the heads of everyone on the ground floor.

    In my mind at the time, it was a metaphor for the entire Bush reconstruction effort on the country and people of Iraq, not just the Baghdad Police Academy.

    In view of Katrina and so many other things, the rain of human waste and sewage on everyone on the ground floor is the end result of everything the Bushies touch, that gift of reverse Midas that keeps on giving.

    I wish any of our infamous trolls would inform of us at least one monumental success created by Bush. These guys must be defending the commander-in-whatever for some good reason (one would think). It seems that the only thing to report are Bush disasters. And they’re documented everywhere, not just in the left-leaning blogs.

    Of course, I’m still not clear on how Bush still maintaining his death grip on the throat of our Republic establishes the success of projects under his watch like the multi-billion dollar crony feeding frenzy reconstruction of Iraq.

    Wait, a post with no seeming relevance to the subject at hand? One that seems to only exist to re-frame the debate by celebrating a loathed public figure with a comparison to his more beloved predecessor?

    Bush accomplishments [partial list\] Recession, loss of three American skyscrapers, loss of mid-sized American city; two wars lauched and lost; poorest economic record since Reagan/Bush, politicization of DoJ; numerous violations of the Hatch Act; illegal domestic spying; world-wide network of Gulags.     Notice he too, like Bush, focused solely on the pending September legislation in the Iraq Parliament. The surge and the fighting are focused around the Parliament Building. The final solution to solving everything, for Bush is inside that Parliament Building.
    Bush’s future relies on what Parliament does, for he and his friends.

    They wait only to feast on the Iraqi peoples final act of real desperation.
    Hoping they’re desperate enough to sign over their country’s national resources to sweaty foreign hands.

    Something we or any other proud nation would never, ever do.
