Looks like it.

Demoted Hillary Clinton strategist Mark Penn may no longer have the coveted title of chief strategist, but he remains a key member of the campaign’s senior staff.

Mr. Penn took part on the campaign’s morning message call this morning, as usual.

It’s in kabuki dance territory now.

    Well, to be fair, Oliver, in your original post, nowhere does it say he was fired, just that he was no longer chief strategist.
    I like this bit in the linkee, though.

    You should have known he wasn’t leaving the campaign. Nowhere did his original press release state that he was “going to spend more time with his family”…

    Failing to see what a train wreck Penn has created of her campaign. Failing to take any effective steps to fix it. Continuing to have him as a key adviser out of either misplaced loyalty or simple cluelessness.

    It all is more reasons to worry about her judgment and ability to be anything other than yet another stubborn, insulated president.
