With desperate Georgians begging for American help in closing down the key route through which Russian soldiers were pouring into the country, Bush’s national security aides outlined possible responses, including ‘the bombardment and sealing of the Roki Tunnel’ and other ‘surgical strikes,’ according to a new history of the conflict and independent interviews with former senior officials.

    Big deal. Contingency plans like this are discussed all the time. That’s what Presidential administrations/national security/military leaders are tasked with doing Oliver.

    Oh, please, Oliver. Your attempt at characterizing the discussion as “spitballing”, as if it was a brainstorming session with all sorts of wacky ideas being thrown around, isn’t supported in the article you link to. Nor any indication that the “principals” considered actually taking military action.

    “There was a discussion of, ‘Should we consider military action to achieve our objectives?’ and the view was that that was not an attractive option,”

    And Jay is right in this instance. Contingency plans and possible courses of action are, and should be, considered. It is the job of the military leaders and advisers to the President to develop plans for various courses of action.

    People using box cutters to hijack airplanes and crash them into office buildings. Terrorists stuffing explosives in their shorts. Nope, those ideas are just nutty. No point in anyone spitballing ideas around about what others might attempt to do and what we might do in response.

    And apparently they chose to not go to do something that could provoke a confrontation with Russian troops.

    Make no mistake, Bush was terrible at foreign policy and most things during his reign. No need to overstate or misrepresent things to find things to rail against him for.
