Here’s a part they forgot to mention:

The incentives for states to enact tort reform can NOT be used for new laws that limit attorney’s fees or cap damages.

Oh, the states can do that if they want, but if they do they give up any federal assistance in doing so. Kind of like how states can set any speed limit laws they like — but if they don’t follow the federal rules, they can kiss goodbye all federal highway funding.

The only problem with this is that, through no fault of their own, they’re pretty much preaching to the choir. The MSM will completely ignore this, as usual.
