As soon as he ignored the Clinton transition team&#039;s naming terrorism the highest of policy priorities for the incoming administration.

Despite being told that terrorism and specifically Osama were the most important threats to the country, Bush did not direct any resources toward the problem.  The first meeting on the subject by National Security Adviser Condoleeza Rice was scheduled for -- September 12.  Bush took no steps to address the PDB of August 6 advising him of the immediate threat.  He went on vacation without even attempting to identify the nature of the threat.

In any event, if Bush was not responsible, in your view, for anything thwt took place between his inauguration and September 11, then I guess Obama isn&#039;t responsible for anything bad that has happened so far during his administration.  In your view.</description>

I&#039;m glad that you mentioned that within 45 days of him being in office, prominent Republicans began publicly calling for Obama to fail (unlike the calls for acceptance when Bush got into office). I&#039;m sure such seeds of negativity have played a part in people&#039;s perceptions, especially when you add to that the revelation that a majority of Republicans believe President Obama isn&#039;t even an American citizen and all.
