Is there a more ineptly run state in the union? It&#039;s certainly not the most corrupt (Illinois and Louisiana HAVE to take those trophies), but good lord, what an ungodly mess that state is.

My best friend and his family live just outside Baltimore, and every time I visit, I commiserate with him.
