Where is Klein getting his 19.5 years from? In the article, he claims that Nixon, Bush 41, Clinton and Obama offered up a version of Health Care Reform. Add in the one that actually did pass (COBRA in ‘85) and you’ve got 5 reform plans in 41 years, or just over 8 years per reform push.
I guess the WaPo’s fact checkers have already left for the August recess…
