Reagan was Republican “military values” because he evaded service during WWII, invaded a tiny island that can only be found on really big world maps, and cut and ran from Lebanon.

Reagan was Republican “fiscal values” because he nearly tripled the US debt.

Reagan was Republican “business values” because he sold US out to foreign interests.

Ineptitude is a core Republican “value” because in right winger’s fantasy world every day is opposite day.

It’s not as though Steele’s any more inept and/or clueless than other ostensible leaders: Bush, Jr., Palin, Bachman, Limbaugh, Beck, etc. Republican “leadership” has a shitload of ineptitude and cluelessness.
