Got an answer... I think.

It is state level. As soon as the state rules, the Governor can sign the certificate. I'm not sure he will, but he can.

I'm not sure I'd be doing handsprings if Franken were my senator, but what a slimy, hypocritical asshole this Coleman is. That man should never get anywhere near power. He just plain has bad character.

Rheinhard: "mambo - considering that MN law generally stipulates that the election result won’t be certified until the final legal appeal is exhasted..."

Is it final, or state level. I've been confused on this point and I vaguely remember it being explained both ways.

Of course, were the situation reversed, the Republicans would be supporting Franken's appeals and wouldn't begin to suggest it was some partisan attempt to thwart the will of the people.

Why, they just don't do things like that.

mambo - considering that MN law generally stipulates that the election result won't be certified until the final legal appeal is exhasted, the R's are just gonna keep filing baseless motions to keep Franken out of the Senate as long as possible. There are even rumors that Box-Turtle Cornyn will introduce a new amendment to the Constitution to create an Ultra-Super-Supreme Court just to hear this case if it doesn't go their way in the old regular Supreme Court.
