("you can't lobby <i>as</i> a national service volunteer, on time compensated by national service program funding.") On first read I took it to say that if you are a participant in national service, you can't do blah, blah or blah. There's a difference, for example, between "If you're in the army you can't participate in political demonstrations." and "You can't participate in political demonstrations while wearing your uniform." If they mean the latter, IMHO that could be more clearly said.
