I have to say that even though the guy who was killed was a prisoner, his family may have a pretty good case. Of course, if this were "Law & Order" Jack would probably be able to get the guards on murder or manslaughter as the result of "reckless disregard for human life" since they should have foreseen that sticking the guy in a cell with someone he'd just testified against could result in his death.
