Bush II screwed up by keeping Mineta from the Clinton administration. Since Mineta looks like a foreigner, Bush thought the “US Secretary of Transportation” was his personal chauffer. He was too embarrassed by his mistake to release Mineta.

#1-Loyalty to the person of preznit.
#2-How much money they raised for the party.
Any other consideration is just plain nonsense.

I agree that he has picked people that will best represent this country and help restore our rep. No doubt his pick of Hillary was more complex than that but she will represent us well.
