The raised eyebrows actually happen when Obama says there have been no prosecutions. Actually, although there have were over 400 murders of Colombian unionist during the presidency of Alvaro Uribe, there were also 10 convictions.

A low rate, but not 0.

Not that McCain knows this, but let’s be careful about reading too much into misc gestures.
