There are limitations on how the RNC can spend the money, and on coordination between the RNC and the campaign, but McCain's troops have made it very clear that they intend to stretch those rules to within an inch of their lives. And note that while Obama has achieved unprecedented fundraising, the RNC and McCain together have been mostly able to match the total of the DNC and Obama - McCain's fundraising has been much less impressive, but it takes a lot of $100 checks to match a lobbyist's or a corporate executive's $35000.
