DC did a sort of alternate future story as part of their Armageddon 2001 event, waaaaay back in the mid-90s, in which Superman ran for President, and the issue of his origin came up.

It was successfully argued in a court of law that due to the circumstances of his arrival and the technology inherent in the Kryptonian pod, he actually was found in a “birthing matrix,” which meant that he was effectively “born” in Kansas.

Dubious? Sure. Still: got him elected President.
