When, in November of 2008, even more Republican politicians are defeated and Democratic majorities increased in the House, Senate and of course the White House thanks in part to more money flowing to MoveOn thanks to increased visibility for them nationally – where should they send the thank-you card to Rudy Giuliani?

You’re mixing up cause and effect here. He’s 3x (though I believe it’s closer to 2x, but whatever) more popular BECAUSE they don’t stand up to him, not the other way around.

Maybe because their approval ratings are 11%.
Well, the approval rating of Congress is pretty much meaningless when taken in the proper context–any given voter will only really decide on 2% of the Senate and somewhere around 0.23% of the House. Meanwhile, given the incredibly high incumbency rates (90+%), if people are grossly disgusted with Congress, they’re not showing it through their voting decisions.
