Bad executive decisions that killed firefighters and undermined response abilities, excluding main targets in planning... Couple this with the revelation that Guilliani totally blew off his ISG commitment for lucrative speaking engagements and you get the picture of an incompetent sellout cashing in on a national tragedy.
