About 2 years ago no one in the foreign service, whether State Department or USAID, was volunteering to go to Iraq. The Sec of State then issued directives to all FSs that if anyone ever hoped to get a promotion or a pay raise under this administration they had to go and serve at least one tour of duty (which is actually 3-4 years) in Iraq or Afghanistan. They could do that or quit and lose their pension. Regardless, no one, whether they are getting danger pay or not, should expect to not come home. I know a ton of FSs, and I'm quite sure they would give up their danger pay lift to get home safe. Actually Frank, most of these embassy employees had no choice.
