The constitution gives the executive the power to conduct wars and promote generals etc., but it gives the legislative the power to start and end them, to fund or defund them, to set standards for the military services, etc. Congress ended military involvement in Somalia and in Haiti during Clinton’s term.
It is the President(and apparently some of his supporters) who has forgotten the Constitution, not the Congress.

Of course not.
The Constitution gives the legislative branch the power to declare war, but nowhere does it give it the power to end war. While the legislative branch also has the power to raise and fund armies, it has no control over the placement of the military. Thus, while it is well within Congress’ power to choose to defund the war, establishing the withdrawal of troops is beyond Congress’ power — that is for the commander in chief.

How about this guy? He knew what was up. And according to his report, so did the UN Security Council, the IAEA, and “many experts on centrifuges and Iraqi rockets” (who viewed the CIA analysis re: the aluminum tubes as “atrocious and deceptive.”)
The best line: “This case serves to remind us that decision-makers are not above misusing technical and scientific analysis to bolster their political goals. The problem is that such a strategy denigrates the process of conducting impartial technical analysis and misleads the public.”

If Matthews invited any comedian slightly to the left of Goebbels, they would probably do the same.
The perfect way to call Bush’s bluff on all this is to give the Iraqi government exactly one year from passage to meet all benchmarks, with the consequences of non-compliance on too many points being the cutoff of all funding for operations there by the end of 2008, with the timetable of redeployment to be determined by the chief executive in consultation with the military.
If Bush vetoes that, what’s the rationale?

Congress can specifically designate what funds are to be spent upon, and probably even designate that misuse/misdirection of funds triggers a revocation of all funding authorization. Ergo, they have the constitutional authority to end the war, and to even set a rough timetable for ending it, simply by designating what the funds are for, and that failure to use the funds for this purpose will result in no further funding.

Ever heard of Scott Ritter? Probably not.
He’s a republican. He voted for G.H.W.Bush in 2000. He was also the chief weapons inspector in more than a dozen inspection missions in Iraq and was part of more than a dozen additional missions.
He said Saddam didn’t have WMD and said that most of the intelligence back him up.
Added to the numerous reports of politicians trying to fix the intelligence to back up their war plans, it’s clear that the intelligence didn’t say Saddam had WMD.

Let’s see, we’ve got the CIA, the IAEA, the Senate Intelligence Committee all saying that the administration’s claims are false. We’ve got several European governments saying the same. What else do you want? Do you want Germany saying that they don’t believe the testimony of Bush Golden-Boy Curveball? Here.

And This piece which explains how the Australian intelligence agency knew that “US intelligence on Iraq was badly skewed by political pressure, worst-case analysis and a stream of garbage-grade intelligence concocted by Iraqis desperate for US intervention in Iraq.” But also “It wasn’t just the Australians who were mystified by the accumulating US trash. The French, Germans and Russians had long before refused to be persuaded by Washington’s line.”
And the kicker: “Australian intelligence agencies made it clear to the Government all along that Iraq did not have a massive WMD program.”
So to sum up: Pedro = Dumbass.
