Bush could certainly have asked for Tenet's resignation like he did James Lee Witt, the Clinton appointee to FEMA.  Instead, Tenet stayed on to serve again.  Then, Bush gave him the medal of freedom.  Am I missing any details from 2001-2004?  Aw shucks, I can't remember.
