Frankly, I doubt he's bright enough and he's certainly not competent to. But I do think it's likely that the Administration knew a terrorist attack was pending: they got a lot of warnings from a lot of people. I think they let it happen, planning on using it as a springboard for Iraq... and there's plenty of evidence to suggest that they wanted to attack Iraq, even before the 2000 election.
