The intelligence system was hardly perfect under Clinton, but to say it was a matter of “policy” is just flat out wrong. The culture of the intel community was a big part of the problem, as was the attitude that al-Qaida was a minor threat at best; just a spook story that Bill was telling to distract us from the truly terrible dangers of executive blowjobs.
It’s a good thing Bush and Cheney acted so quickly to fix those problems when they got into office. I think they had, like, two whole meetings about it!

Policy is not always set by signing bills into law. There are other ways, and you know it.
