It’s a bit worse than that, NG. Using “uppity” in this context is just shy of implying a fondness for watermelon–and not by very much. In this sense, it doesn’t mean “somewhat conceited,” it means, “doesn’t know his place,” or “pretending to be as good as white.”
It’s either a major insult or a monumental blunder.

No, because a) it was motivated by genuine anger, and one can only guess what the Salon writer was thinking, and b) it wasn’t racist.
Furthermore, if you can’t tell the difference between calling a dirty liar a dirty, filthy, stinking liar and calling a black person an “uppity niggra”, then you really shouldn’t be operating heavy machinery like a car without close adult supervision.
