I&#039;m not defending it, but Allen is from Virginia and that state has major port operations in Norfolk and Newport News. It no doubt has something to do with that.

The same goes for Clinton and Menendez. Chances are you&#039;d probably see the same kind of thing in other port states like Louisiana, Washington and California.
