But anyone with a serious interest in using the international financial system for illegal purposes would have already known that there transactions were open for scrutiny and probably were being scrutinized. The government itself has announced that it was investigating international financial transaction records. It has also announced previously that it was looking to expand its intelligence of non-mainstream means of transferring cash such as hawalas.
