Does anyone even bother to look at the actual numbers?
Clinton had the fewest Republican votes for best. Democrats split between Clinton and JFK for best, or Clinton would&#039;ve gotten #1.
Likewise, if the Republicans hadn&#039;t split their vote for worst between Carter and Clinton, then Clinton might&#039;ve gotten worst as well.
It is entirely based on partisanship.
