Clinton had the fewest Republican votes for best. Democrats split between Clinton and JFK for best, or Clinton would’ve gotten #1.
Likewise, if the Republicans hadn’t split their vote for worst between Carter and Clinton, then Clinton might’ve gotten worst as well.
It is entirely based on partisanship.

People seem to have forgiven Reagan for his policy missteps because they admired his character. People seem to have forgiven Clinton for his character missteps because they admired his policies. Bush 43 seemed to be on the track to go down as a Reagan, but he can't seem to shake this increasing whiff of basic dishonesty. That is an interesting revelation, when you look at it as Clinton/Reagan being the pinnacle of the last Presidents.
