correct in assuming that would be high on the priority list.

Also, a special ‘user fee’ will be assigned to the chief contractor
picking the pockets of the American Taxpayer, Halliburton.
That ‘user fee’ would be added to all criminals with ties to financial gain
from the war in Iraq, wherein lifetime deductions from future dividends
or paycheck would go to a general fund for medical costs to care for
the war injured, and college funds for the children of the dead.
