If Dick Cheney had wanted to give his interview instead of to the administration’s propaganda network, Fox, he would have done his interview with Brian Williams. But then, Williams may have asked him a tough question or two (though Williams has professed his admiration for Rush Limbaugh).

Even though you’re correct that Fox is the highest rated cable news channel, their audience is just a fraction of the audience for the network news programs. If Cheney wanted to reach the largest possible audience, the evening news programs of NBC, ABC, and CBS would have been a better choice.
