He didn't have a plan (Miers)because the support group (Rove) was distracted by his Grand Jury testimony. Rove was able to divine wheels within wheels to accomplish Bush's objective, until the Miers appoinment. Bush talks to god, and he doesn't need to consult with anyone. Doesn't that explain a lot about the U.N./Coalition of the Willing/Social Security/Stemcells? If Rove had been at the wheel of the ship as per usual, he could've limited the damage on Miers.
